Daman Municipal Council, a local Self Government institution
established during the Portuguese regime in the year 1613. It is
amongst the Oldest Municipalities of Asia.
The Daman Municipal Council Known as “Camara De Damao” having the
jurisdiction over entire district of Daman till the date of
Liberation on 19th Dec 1961. The entire area of district of Daman
under the control and jurisdiction of Daman Municipal Council was
classified us under:-

which includes Nani Daman & Moti Daman. |

area, which includes the Devka, Damanwada, Varkund,
Dholar and Kathiria. |

Rural Area
other than the area classified under urban and sub
urban area remaining part of the district was covered
under the rural area. |

During Portuguese time the members of the council were selected by
the Government amongst the prominent citizen from various groups of
societies. The head of the Council “Camara” was known as President
of the Council.
The village Panchayat act came into force in 1962 and village
Panchayat for rural area has been constituted. The Goa Daman & Diu
Municipalities Act 1968 which is presently amended as Daman & Diu
Municipalities (Amendment) Regulation 1994 came into force in 1969.
In term of the Provisions of Municipalities Act, the first election
of the Council was held in October 1970 and on 9th November 1970,
the election of the President and Vice President amongst the elected
Council was also held. Total area of Daman is 72 square kilometer
and urban area under jurisdiction of Daman Municipal Council is 6.5
square kilometer.
In terms of the provision of the Municipal Regulation there were 13
wards and accordingly 13 elected councilors elected till June 1990.
In 1990 the numbers of the wards were increased to 14 and
accordingly there were 14 elected Councilors. In the year of 1996
the wards were reclassified and 15 wards were constituted.
In 1987, on account of State-hood status given to Goa, the Daman &
Diu were de-linked and become and new Union Territory having a
Capital town at Daman since from 30th May 1987.
In terms of the Constitutional amendment one-third seats are
reserved for women and accordingly from 1996 wards were reserved for
Women.
In terms of section 51 of the Municipal Regulation I bid, the Daman
Municipal Council functions are of two types, obligatory and
discretionary.
The obligatory function includes (i) Construction ,repairs
,maintenance of all public roads other than the roads classified
under highway act in Municipal Area, (ii) Lighting of public roads
and places (iii) Cleaning of roads (iv) Maintenance of Cemetery and
Playground (v) maintenance of public Toilets etc.
The Discretionary function consists of the building and maintenance
of the part and Libraries and other places of re-creations, stabling
or maintaining public hospitals, Institution for pre-primary and
secondary Education, Museums, Gymnasiums, Akhadas, Home for disabled
and destitute persons, public buildings like Town Hall, Dharamshalas,
Open Air Theatres, Stadium etc. |
